The Planning and Development Department manages development, subdivision and land matters in the County.

Development is guided by Provincial, County and Federal statutory documents (Laws) and County policy. Examples of documents include:
The Planning and Development Department reviews subdivision and rezoning applications and advises Council and the Municipal Planning Commission. The goal is to achieve orderly, economical and beneficial use of land to maintain and improve the quality of the physical environment.
With the recent adoption of the Modernized Municipal Government Act (MMGA), changes to the review process of Development Permit and Subdivision applications are now in effect. In summary, once an application is received, the County will have 20 days to determine if the application is complete with all of the information required to make a decision. If the application is deemed complete, notice will be sent to the applicant and the processing period begins. The processing period for Development Permits is 40 days, and the processing period for Subdivisions is 60 days. If the application cannot be processed within the required timeline, the County may ask the applicant to enter into a Time Extension Agreement to extend this time period.
If the application is not complete, notice will be sent to the applicant with instructions regarding the information required. If the additional information is not received within a prescribed timeline, the application will be deemed refused and the file will be closed. Attached is a flow chart outlining the new process.
