Brazeau County has prepared two information guides for those thinking about putting their name forward to run in the 2017 General Election. The election will take place on October 16, 2017. Nomination Day will take place September 18, 2017. The guides are prepared for information only and are not an exhaustive resource.

Before being given your ballot at the voting station in the October municipal election, voters are required to follow a few basic steps.
When it comes to voting in a municipal election voters must have lived in Alberta for six consecutive months prior to Election Day and must live in the division where they are voting on Election Day. Voters must attend a designated voting station in their division and may only vote for a councillor in the division in which they live. All voters in the County may vote for a candidate for reeve. As part of the municipal election, voters may also vote for a school board trustees for the Wild Rose School Division and St. Thomas Aquinas Roman Catholic School Division.
Brazeau County does not produce a voters list, but under the Local Authorities Election Act all voters are required to sign the Statement of Elector Eligibility. In addition, one piece of identification with the voter’s name and address is required.
Alberta Municipal Affairs has produced a list of acceptable forms of identification:
Any of the following documents that has your name and address on it will be accepted as valid proof:
· Photo identification issued by a Canadian government or agency, whether federal, provincial or local (photo ID must include name and address);
· Bank/credit card statement or personal cheque;
Correspondence issued by a school, college or university;
· Government cheque or cheque stub;
· Income/property tax assessment notice;
· Insurance policy or coverage card;
· Letter from a public curator, public guardian or public trustee;
· Pension Plan statement of benefits, contributions or participation;
· Residential lease or mortgage statement;
· Statement of government benefits: e.g. Employment insurance, old-age security, social assistance, disability support, or child tax benefit;
· Utility bill: e.g. Telephone, public utilities commission, television, electricity, gas or water;
· Vehicle ownership, registration or insurance certificate; or
· A letter or form (attestation) confirming that the person lives at the stated address. The letter can be signed by any of the following:
· authorized representative of a commercial property management company;
· authorized representative of a correctional institution;
· authorized representative of a First Nations band or reserve;
· authorized representative of a post-secondary institution;
· authorized representative of a facility that provides services to the homeless; or
· authorized representative of a supportive living facility or treatment centre;
Please note that passports are not an accepted form of identification, as they do not include an individual’s address.
Many residents in Brazeau County receive their mail at a post office box and do not have any bills or correspondence with their municipal address. As long as it makes sense for a voter in that division to receive their mail at a post office box, the identification will be accepted. The post office box isn’t required to be in the division, just reasonably close by.
If you do not have any accounts or documents in your own name you may have your landlord, facility, or organization manager sign a letter or form (attestation) to confirm your address, and bring it with you to the voting station.
What if I’m not able to vote on October 16?
Brazeau County will be providing two advance votes, as well as special ballots
The Provincial Government has determined the date for general municipal elections in Alberta is the third Monday in October, as set out in the Local Authorities Election Act. Brazeau County recognizes, however, that there are voters in the County who may be unable to make it to voting stations on that day to cast their ballot. To ensure all those who want to take part in the democratic process are able to do so, Brazeau County is offering additional opportunities to vote in the 2017 general election.
Brazeau County will be offering two advance votes prior to Election Day. On October 5 advance voting will take place at the Breton Community Centre from 12 p.m. to 8 p.m. The following week, on October 11, advance voting will take place from 12 p.m. to 8 p.m. at the Brazeau County Administration Office. Advance voting is open to all eligible voters in Brazeau County.
Eligible voters are able to attend an advance voting station and cast votes for reeve, councillor and school board trustee, no matter what division they live in. This is different than Election Day, where voters must attend a designated voting station in their division.
Requirements for eligibility and identification remain the same for advance votes as on Election Day. Voters will also still be required to sign the voter registry, stating they are eligible and entitled to vote in the Brazeau County General Election.
If voters are going to be absent, or unable to attend, advance voting and Election Day, Brazeau County is providing the opportunity to vote by special ballot.
At its July 18, 2017 meeting, Council passed Resolution 0785/17 to allow the returning officer to provide special ballots. Special ballots allow voters to be mailed a package, including a ballot, which must be sealed and returned to the returning officer prior to the close of voting station at 8 p.m. on October 16.
Those interested in voting by special ballot must contact the returning officer to apply. The returning officer then provides each approved voter with a special ballot package. It is the voter’s responsibility to follow the included instructions and return the package to the returning officer. Special ballot packages received by the returning officer remain sealed until the close of voting and then are opened and counted.
Please note, for the 2017 general election Brazeau County is not offering an incapacitated vote at home. Instead, those unable to attend voting stations due to mobility limitations are asked to contact the returning officer and apply to vote by special ballot.
Voting stations in Brazeau County will be open from 10 a.m. to 8 p.m. on Election Day, October 16, 2017. You will find a list of voting stations listed in this edition of the newsletter. Additional information about voting stations will be advertised on Brazeau County’s website, through social media and traditional forms of advertising leading up to Election Day.
Eligible voters are required to vote at the voting stations designated for their division. A map of Brazeau County’s six divisions can also be found in this newsletter. At the designated station, voters will be able to vote for the office of reeve, office of division councillor for their division and school board trustee. If any of the offices are filled by way of acclamation, then no election will be held for that position.
The Local Authorities Election Act (LAEA) sets out the eligibility for voting in the municipal election. An individual is eligible to vote if they:
· Are 18 years of age
· Are a Canadian Citizen
· Have resided in Alberta for six (6) months immediately preceding Election Day
· If the person’s place of residence is located in the voting area on Election Day (for Brazeau County that means in the division where the individual is voting)
For the purposes of voting it is important to note that under the LAEA a person may only be a resident of one place at a time. If an individual has more than one residence in Alberta, they must designate one place as their permanent residence and they may vote in that jurisdiction. A residence is considered the place a person lives, sleeps, receives their mail.
Students attending post-secondary school outside of the area are eligible to vote in the election if the place where they live when not at school is in Brazeau County.
Brazeau County does not compile a voters list. That means that before casing their ballot, every voter is required to show ID to election staff. Please see the accompanying article in this edition of the newsletter for more information on accepted pieces of identification.
Voters will also be required to fill out and sign the voting register at the voting station prior to being issued a ballot. It is an offence under the Local Authorities Election Act to sign a false statement.
The Society of Local Government Managers (SLGM), in collaboration with Municipal Affairs, is offering free candidate training for those individuals interested in seeking public office at either the municipal or school board level. Each session provides candidates with useful information and advice on the roles and responsibilities of elected office so they can determine whether it is the right choice for them.
The sessions are designed to help candidates:
- Understand the significance, character, roles and responsibilities of an elected official in local authorities
- Appreciate the significance of and legal obligations associated with local authority office
- Understand the basic requirements of running an ethical campaign
- Develop the understandings that will permit potential candidates to decide whether local authority office is something to which they truly aspire
- Understand the requirements of running well-organized effective campaigns
- Understand rights and obligations of candidates and candidate’s agents with the election administration regime
